The institutional role
An institution should speak with authority about what it actually knows. It should not have to collect unrelated documents, run another password reset desk, or ask other institutions about a person behind their back.

Check the proof against the issuer you accept. Liir never decides whether a fact is true.
Revoking stays your call. Liir carries the status without ever becoming the source of the fact.
Verification
You ask for one sentence: “licensed,” “covered,” “employed,” or “over 18.” The person's Liir applies their rules and returns the approved proof, signed by the issuer.
The document itself, and every field you did not ask about, stay with the person. You get enough to act, never enough to build a file on them.
What changes
The credential travels because the person allows it. It stays checkable because you signed it. Liir holds neither your records nor a list of who holds what.
Where it fits
The credential changes. What the person does never does: receive, hold, approve, prove, revoke.
Sign completion, enrollment, prerequisites, and standing, so a full transcript is not the answer to every question.
Answer coverage, or hand over one approved record, while the rest of a health history stays sealed.
Sign role, dates, certifications, and delegated authority into a credential the person can show directly.
Check account authority, or one financial fact, without turning a login into a reusable identity.
